Floating blocks

I've noticed that lots of levels have :drect: that can float, I know it's a glitch but how do you do it? I have no clue

It stands for Fantastic Contraption Markup Language, basically it allows you to place static/dynamic blocks/circles at precisely defined positions and rotations.

However, it also allows you to make sizes of blocks that you otherwise couldn't make. Things with zero mass would float due to the source code of FC (static pieces have zero mass), so taking a dynamic block and setting its width to 0 will make it float, in the same way that zero length rods/sticks will also float (pins).

I want to use the FCML but don't really understand if its a downloaded program or how to get to it. I read the wiki and it explains how to use it but I don't see how to get there or how to upload the instructions once you have written the instructions.
Any help is appreciated.
