Yes, but there have been cases where water rods or other pieces have passed through green pieces in simplest badge records for example, and passing the goal piece has never been an issue there, as it wouldn't be piece efficient.
(Of course, none of the other glitches can be considered legal, because they aren't realistic at all. At least the pieces through green objects glitch is imitating pushing an object through springy ground.)
Personally I don't think it should be allowed, to make solutions more innovative, but I'd like to know for sure the answer.
